This brief developed by Forum for Youth Investment examines how Congress and the Department of Labor improved efforts to provide youth work experiences under the Workforce Innovation and Opportunity Act. 
Policymakers based their decisions both on research highlighting the benefits of these experiences for youth employment and earnings outcomes as well as prior experiences under the Workforce Investment Act and the American Recovery and Reinvestment Act. The case study offers reflections on how agencies can use evidence for improvement and yield concrete benefits for key populations even across fluctuating budget cycles.
